If you're a SAMP player you should replace Burrito.

Vehicles.ide settings (...GTA San Andreas\data). Replace the default line with this one:

Handling.cfg settings (...GTA San Andreas\data). Replace the default line with this one:

If you decided to install the mod as an Add-On:

All files can be opened with Notepad. The mod uses ID 662. Make sure it's free otherwise you have to change it to a free one.
You will need Fastman Limit Adjuster to add a new vehicle.

Open cargrp.dat (...GTA San Andreas\data) and add speedo in the following lines (there will be a list of vehicles instead of the 3 dots):
